PROTOCOL FOR THE ALLOCATION OF RENTAL UNITS TO PROSPECTIVE TENANTS

RESIDENTIAL COMPLEX HICONDO

This Protocol is based on the Good Landlordship Act and is applied for the selection and allocation of tenants in relation to rental units in the residential complex Hicondo, located at Foppingadreef 26, 1102 CX Amsterdam.

This Protocol for the allocation of rental units to prospective tenants is applied within the framework of the Good Landlordship Act and aims to provide transparency for all parties involved regarding the process by which a rental unit in the Hicondo complex, located at Foppingadreef 26, 1102 CX Amsterdam, is allocated. The Protocol is designed to prevent any form of (housing) discrimination.

Definitions:
Landlord: Optare Rei B.V., represented by Young Dominium Management B.V. in Amsterdam, hereinafter also referred to as Hicondo.

Candidate: A natural person who expresses interest in renting a unit in the Hicondo complex by registering on the Hicondo waiting list.

Principles of the Landlord:

The Hicondo complex consists of 354 small studio apartments, suitable only for single-person households.

Due to the high demand for apartments in the complex, the landlord maintains a waiting list for the allocation of its rental units. The following regulations apply.


Registration as a prospective tenant at Hicondo

Anyone wishing to be considered for a unit in the Hicondo complex and meeting the registration requirements listed below must register on the Hicondo website (link).

Registration requirements

Registration is not possible in the following cases:

  • The candidate is under 17 years old;

  • The candidate does not consent to a credit check;

  • The candidate is under guardianship;

  • The candidate is under administration;

  • The candidate is part of a multi-person household.

In all other cases, registration is possible.

Hicondo does not select on the basis of:

  • Ethnic or cultural background

  • Religious identity

  • Political preference

  • Sexual orientation

  • Gender identity and/or expression

  • Physical or mental health

Hicondo will therefore not request or collect any information on these grounds.


Registration fee

A registration fee of €25 is required upon registration. This amount will be refunded to the candidate through deduction from the first rental payment.


Personal digital file

Candidates who have registered will receive personal login details providing access to their digital file.

In this file, the candidate will find a form to be completed and signed, in which they truthfully declare that they meet the registration requirements listed above. This form must be completed, signed, and uploaded to their digital file within one week of registration.

The digital file will also include the following documents, which can be downloaded:

  • Draft tenancy agreement

  • General rental terms and conditions applicable to the tenancy agreement

In the aforementioned form, the candidate must confirm that they agree to these documents.

The candidate must complete their digital file within one week after registration with the following information and supporting documents:

  • BSN number (not required for new foreign students)

  • Valid proof of identity

  • Valid proof of enrollment in their educational institution (BVI)

  • Current residential address

  • Telephone number

  • Email address

  • The following details of the candidate’s parent(s)/guardian(s), who will act as guarantors for the financial obligations under the lease agreement:

    • Valid proof of identity

    • Current residential address

    • Telephone number

    • Email address

Once the candidate has provided the required documents and information, they will be placed on the waiting list.

Candidates who fail to submit the required documents on time or in full will not be placed on the waiting list.


Allocation of a vacant apartment

Hicondo aims to avoid vacancy and therefore applies an allocation procedure designed to find a candidate from the waiting list as quickly as possible for any available apartment. The procedure is as follows:

As soon as a unit becomes available, the candidate at the top of the waiting list will be contacted by phone to ask whether they wish to be considered for the available apartment.

If the candidate cannot be reached, the next candidate on the list will be contacted, and so on.

The first candidate who is successfully contacted and confirms their interest in the available apartment will be sent the tenancy agreement and accompanying documents for signature.


Final provisions

In accordance with privacy legislation, the landlord is not authorized to provide personal information about candidates to third parties.

Hicondo strictly refrains from any form of discrimination or cooperation with discrimination in connection with the registration and allocation of rental units to candidates.
